When I create a file or disc from 1920x1080 AVCHD I set the field order to upper frame first to match the input clips.

When creating a NTSC 720 x 480 standard def DVD or file from the AVCHD clips, should the UFF also be preserved, or does standard def require a different setting?

It's if anything *the* basic rule of video editing, regardless of the format or format change. You *must* maintain the same field order throughout a project, from capture, through rendering, to burning. Your AVCHD starts life using Upper Field First, so you maintain that throughout, regardless of down-converting to standard definition.

The only slight variation from the above rule relates to slide-shows of still images, which can be Frame Based in their own right. But because each image is a solid frame, with no need of an upper or lower field, a slideshow can also be made upper or lower field first, if it is being mixed in with video which uses one or the other field order.
