Creating "extras" via sub menu

In VS9 is it possible to create a text link from the main menu to a sub menu to create mini DVD extras eg Bloopers, deleted scenes, etc. and in this sub menu can u create chapters like u can on a commercial DVD???

No UVS9 does not do text menus - there is no reason though why you should not do what you want - you just have to have a thumbnail on the top menu to get to your "Blooper" sub-menu which can have further thumbnails to select the chapters you create.
You would just need to collate all your 'bloopers etc. into a seperate video file and import that along with your main feature into the burning module of UVS9
