question on 'normalise' audio filter within VS 11

My DVD project I have two clips on the timeline with rather different audio volumes. If i use the normalise filter on each of them what can i expect??

Each clip will be normalised individually
or
the output will be normalised oiverall?

Also the audio track has to be seperated on the time lime to use these audio filters right?? (just confirming to make sure i am not missing a trick here)
