Can you convert Video Studeo & Media Studio Files back to mpeg files after you have edited them
Normally, yes, using Create in MSP. However, you tell us only a part of your story. We would need to know the format they are in to start with, project settings etc., because there are a few limitations which might make conversion difficult or very time-consuming.

When I use MF6+ I get this message!

Audio data rate: 384 kbps
MPEG audio layer2, 48 KHz, Stereo
Is this what you want?
As I do want to keep all edited files in MPEG
So I take it Video Studio cannot do it

I'm no expert in VS, but I see no reason why you can't do the same there, either.

My problem is I have a lot of MPEG files?
Which I need to edit in MS8 or VS11
When I have done that,
I need to transfer them back to MPEG
Can this be done??
If so how??

In VS or MSP you need to render your project, which is either a VSP file (VideoStudio) or DVP (MediaStudio). These are nothing more then notepad-like files full of instructions for the respective programs. During the editing your original MPEG video files are left untouched.
So if you're using MSP, once all editing is complete, go to the File menu and select Create Video File.
In VS, go to the Share step, select Create video File.
Once you have created your new DVD Compatible MPEG-2 file(s), you can then use DVDMF to construct your menus, and burn your DVDs...
