I want to use banner text to create an "enter scene" and when that effect is finished, have the rest of the frames only show still text. In other words, a still "exit scene."
I've tried many ways to accomplish this, but it only shows the still text on a couple of frames, even if I set the number of frames to 300 in a 150 frame gif. I have neon and glow selected and would like that effect to show in the remaining frames as well.
Is there a way to do this with gif Animator 5 that im missing?

Is there anything animated in the background under the text? If not, as Heinz says, just make the frame delay really long for the last frame.
Otherwise, on the last frame that the banner text is visible on, select only the banner text object in the Object Manager. Click Copy. Select the next frame in the animation, and click Paste.
On the Frame Panel, scroll to the very last frame. Hold the SHIFT key, and click on the last frame. This will highlight all the frames starting from the last frame the banner text appears, to the very end.
Now, click the Synchronize button.
On the box that appears, set it thus:
Source image should be the frame you pasted to; Active object(s) only; X offset; Y offset; Visibility; Apply to Selected Frames Only.
It's not completely clear exactly what you are trying to do - whether you want the text to continue pulsing neon after, or just sit there. What I've outlined above won't do the pulsing.

Well, in that case...
If you're doing the first banner text for 15 frames.... select frame 16, and make a new banner text object, but just do the neon effect. You'll have to keep doing that until you fill up the 75 frames. I'm assuming the background is animated, too....
A bit tedious. Not being able to see the uga file you're working on, that's about all I can suggest.

Yes, the background is animated.
What I did is create the neon effect as individual objects, and then clicked the eye icon on the right to add each object to the appropriate frame. It was quite tedious, but it accomplished the task.
Are you familiar with Animation Shop 3? I know with that program, I can drag and drop a new animation over an existing one and it adds the dropped frames across the original animation frames. All I have to do is highlight all the frames in the animation I want to drop, drag the first frame onto the beginning frame of the animation I want to add it to, and drop it where I want it. Is there a way to do that with Gif Animator 5? It would be much easier, and less time consuming than doing it the way I did with the current animation I'm working on now.

Almost. You can't select frames and drag and drop them in GA 5 like that. Doesn't work at all, not even with two instances of GA 5 open.
To do that in GA 5, you would have to make a gif (or uga) file with just those frames you want. After that's saved, go to the second animation.
Select the frame you want to add the other animation to, click "Add Image" on the standard toolbar, and away you go. Right after you add the animation, use the Pick tool to drag the animation into place. (Just make sure "move active object(s) only is selected in the Attribute toolbar. Then use the "Synchronize object..." button to synch the x and y axis of the selected object to the selected frames.

That seems simple enough. It looks like it would be less of a hassle that way than using Animation Shop 3. With that program, if you aren't viewing the frames 1:1, when you drop the animation onto the one you're adding to, it always moves a pixel or 2. Then you have to start the process all over again. For someone as forgetful as me, that quickly becomes a hassle.
Thanks again for all the help. I've been doing animations for a long time, but now, my workflow takes a tenth of the time it used to.
I guess it pays to ask questions, and learn how to fully use the programs you buy instead of doing things the hard way all the time.
