Changing the bit rate of a video file

I have read with interest the post Fit project to 4.7 gig DVD. However there are a couple of points that I would be grateful if you could clarify.
In Share/Create Video File, if I chose PAL DVD (16:9) then there seems to be nothing in Options allowing the Bit Rate to be changed. However, I notice that if I choose Custom then, under Options/Compression/ Video Settings, I can change the Video Data rate. Is this how I change the Bit Rate?
Also, at the top of the Options/Compression box there is a sliding scale labelled Speed & Quality with a default setting of 70. What exactly does this do, and should I leave it at 70? Sliding the pointer about produces no observable result and does not seem to alter the Bit Rate.
