Probably video studio, probably as I don't know what format the capture card capures as, or if it is compatible with VS.
Does the card come with some software?
Do you curently capture with it?
What format is the file type?

I second skier-hughes' remarks. It entirely depends on the format of the captured video.

I do use a PVR also (a digital set top box with a HDD in it) and have given up on trying to edit these files. Some documentaries I have successfully edited but, in general terms, at least for my set-up, there is not a single program which can do it alone all the time.

PC based capture cards may differ in the possible capture formats, I don't know. The files I can transfer from my PVR play great in their native format but, once edited, have a tendency to be badly out of sync.

VideoStudio would be the one I recommend but you may need some other programs to complete your editing suite. I would start with the trial version of VS and see how it goes.

To do those simple tasks you may not need all the bells and whistles of VideoStudio. MovieFactory may suit your needs. What you really should do is download the trial versions of both and give them a test drive.

When you ask what is the best.
Whilst you stick to XP then technically the best is the now discontinued
MediaStudio Pro 8. By discontinued what I mean is that it has reached the end of its development - there will be no further versions or update packs/patches. What you get is what you get. It is still available for purchase from the Corel Website.

It is not Officially compatible with Vista, though when can get it to work (in a fashion) thanks to a discovery by one of our forum members.

Next in line for XP - and top of the line for Vista is VideoStudio.
The current version is 11.5+ however it will not be long now before Version 12 will be released. We have been promised some astounding improvements in Version 12 and so it might be worth waiting - but for how long I am unable to say, it could be a few weeks or it could be a few months. One thing is certain, it will be before the end of the year. If you need an editor now, then you can get version 11.5+ and this will qualify for an upgrade price to Version 12.

Following this is MovieFactory - Version 7 has been released in Japan, Australia and New Zealand. I don't know the release dates for the rest of the world. MovieFactory is aimed more towards getting a video off a camcorder or other device and onto a DVD disc with as little fuss as possible. Although you can edit out things like adverts it is not designed to be a full blown video editor, for that you need VideoStudio or MediaStudio.
