HELP ME PLEASE HOW DO I CREATE THIS EFFECT WITH PAINT SHOP PRO IN THE EFFECT OPTIONS

Hmm, that effect isn't included in the Effects Menu.
You could try the following:
Duplicate the Image in the Layers Palette.
Apply Effects>Art Media Effects>Brush Strokes with these settings:
Softness 0
Brush: Bristles 1/Width 19/Opacity 100
Strokes: Length 12/Density 100
Lighting: Angle 50
Color Black
Click OK.
Then, on the same layer:
Adjust>Blur>Motion Blur : Angle 219/Strength 100
(or to suit).
Then: Adjust the Blend Mode of the top Layer to Darken, or Multiply, or experiment with the other Blend Modes.
The result very much depends on the image.
I tried this one something similar to yours and Multiply looks good.

These forums automatically use "Chinese Traditional (Big5) " text encoding and the "e" with two dots over it and a lower-case "l" appears as "ël". If you change the character encoding in your browser to "Western", it will display as a lower case e with a diaeresis and a lower-case "l", rather than a Chinese character, that according to Google, stands for the syllable "si".
