resizing pics

Hi, a major problem for me is resizing normal shot pictures. When i want to reduce it's size to a small one, let's size an average computeravatar size, the image get's blur. This effect exceeds more and more when i want to make the image more smaller.
I resize the image with the regular transformtool. Maybe i use the wrong method? Other ways?
