Best way to go from Mpeg2 to DVD - trouble free

Apologies for the multiple postings but I have a few questions and hopefully if anyone else gets them the title of each post will start them in the right place!
I want to go from Mpeg2 files recorded to PC via a videocard to a output DVD.
Is it a case of step one - import all files, cut out the scrap bits and then send to video file.
Step two - new project, reimport the new video file (which now has no scrap or adverts etc) and insert chapter points.
Step three - share to dvd
If so what is the benefit to just doing it all in one go? Is it a known bug, is it the correct process or is it just being cautious?
I have bought Ulead vs11.5+ with intentions of using it for all video projects but so far not been too impressed. I am hoping that a short learning curve may solve my various issues so you will be hearing pleanty from me over the next few weeks!
