Is there a way to have a link associated with the GIF so a person my click on the animation and be redirected to a website?

Are you referring to a forum like this one, that uses "BB Code?" Steve's link has that information. You will, of course, require to have your gif uploaded to a website/photo storage site to begin with... GIF, JPG, any image, it's all the same.

If you are wondering if there is a way to add a link to a GIF file, no. No image formats have that capability. That is done via HTML on a website. BBCode is pretty much the same thing - the forum phpbb software turns that BBCode to HTML.
