Animated Control Line

I'm having trouble understanding how to use the Animated Control Line, specifically to create a multi-effect project that, for example, has one effect from frame 1-10 and another effect from frame 11-20. Is there a tutorial that covers this somewhere?

Any input will be appreciated.
