Hope someone know a bit about upscaling.
If I have SD footage & HD footage on the one video track & make a playable file out of it, shouldnt the SD image be upscaled to the same as the HD footage?? ie, the black bands should dissappear & the image should take up the entire screen.
Also If I have a normal SD DVD & play it on my Panasonic DVD recorder that is capable of upscaling , then shouldnt the image be full screen (as in HD) or should it remain SD image , ie wide but black bands at the top & bottom. Maybe my setting are wrong on the DVR.

I think you're confusing Upscaling with Aspect Ratios. The video can of course be upscaled, which would use higher bitrates, and most often uses the 16:9 aspect ratio, and not the 4:3.
With SD video you can have either aspect ratio. It appears that your SD video is 4:3 and not 16:9. Just upscaling will not change the aspect ratio of your SD video clip. You could crop your 4:3 video to 16:9, however you will loose some of your top/bottom of your video.
Without the banding (letter box) your SD video would appear squished and stretched.
