I was wondering if it was possible to have a split screen effect done in VS so that one screen shows 'real time' video and the other shows a replay. I dont want it just to be 'viewing one video > video suddenly changes in width out of nowhere > second video pops up out of nowhere' thing. I want it to be like in this clip (fast forward to 2:30)-

If it isnt possible in VS, then which program would it be possible in?
Another quick question: I had an idea for an opening for DVD's (sort of like an unskippable feature like the FBI Warning screens). What Id want is to have a quick clip of someone standing in the foreground, posing and slowing spinning (this would be done in front of a green screen), and behind them I would want like a string of film with video clips scrolling behind him (it would look something like [|clip| |clip| |clip|] or something, just think of what a piece of film looks like and imagine single video clips in the squares of the film) in a circular fashion (sort of like how the Universal logo spins around the globe at the beginning of movies). After that Id want the person in the foreground to 'punch' the screen, causing the screen to shatter and either reveal the main menu or, if that isnt possible, a quick logo which would fade to black and then fade into the main menu. Would something that complicated be able to be done in VS or any Corel programs (if so which ones. I would imagine maybe the Corel 3D program or whatever might). If not, which program would be able to help me do that?

That type of PIP (picture in picture) effect is not easily done in VS. It would take a higher-end NLE, like MSP. Those PIPs use Motion Paths, which VS really does not have. There is a "work-around" using the crop filter, however it is very time consuming, and the results are not that smooth.
Your menu effect would need a program like Cool3D PS, or again MSP, because of needing motion paths.
