Can't lower bitrate for h.264 Mainprofile

I'm trying to upload several videos to myspace videos and there a cap on the file size which is 100MB. For some strange reason VS 11.5 plus won't allow anything under 512kbs to be encoded. When asked about the desired file size I input 98MB but all UL does is split the file. I would just use another program but I need the overlay function of UL for this project any suggestions?
