First Problem -
I'm using PI 11 on with Windows XP. I am unable to open any of my UFO's. I've been using PI since about version six, so I have thousands of UFO files, and none of them will open now. Here's the message I get:
Unable to open the file K:\blah\blah\blah.

Second Problem -
I actually was successful in upgrading to PIX3 recently, and the fact that PI 11 wasn't working was put on the back burner.
BUT I had a power outage yesterday (whole house lost electricity and of course I was in the middle of working on the computer). Once everything came back up PIX3 would no longer load. I uninstalled PIX3 and tried to re-install, and now I get a data1 cab error during installation and can't ever get it to finish.
Any ideas for either problem would be greatly appreciated!
Thanks!

Welcome to the forums,
With PI-11 how are you trying to open the UFO files, double-clicking on them or opening them from within PI?
You might try restoring the file association in windows, by opening a windows explorer window, then going to Tools menu>Folder Options>File Types. Scroll down to the UFO extension and see if it does have PI associated with it.
It seems that your install file for PI x 3 has been corrupted in the sudden shutdown due to the power outage. I hope you backed-up those files onto a CD or DVD. If so use it to reinstall. If not you can try doing a system restore to a point before the power outage.

With the installation of PI X3, it may be that Corel Media One is now associated with UFO files, whether MediaOne is fully installed or not. Media one will create a gallery of thumbnails, including UFO thumbs, and store them in proprietary folders.
On a clean installation (no prior versions of PhotoImpact) on a Vista computer, the only way I can view archived UFO thumbs appears to be with Corel MediaOne gallery. But UFO files can be opened directly from within PI X3 using the Explorer based PI X3 Browser.

UFO's in Vista PI12 and PI.X3
Very disappointed UFO's won't work in Vista and disappointed no mention on Corel web site before I upgraded.

I just tried this patch for PS12 on Vista and it cleared up all of my ufo problems (which were the same as yours).

They've got one for PS11. Might be worth a try.

I'd give my right arm to be ambidexterous.
