If by picture carousel you mean a slideshow function, then there is nothing separate for that. You just line you photos up in the timeline, add transitions, titles, effects such as pan and zoom, and such audio as you like. Then you render as a video -- if it is intended for a DVD, then you render to a DVD-compatible mpeg-2.
