Problems sycing music and video crossfades

I have V11 and have got a problem trying to sync music exactly to transitions. When i try to change the length of time that a clip or picture is displayed for i can only make this software use milisecond values between 1 and 25 after this it jumps to the next second. This is a bit of a pain as I am unable to exactly sync my transitions with the music. Does anyone know of any way of chnaging the settings to allow the whole range of milliseconds to be avaliable?

How do you expect to sync something to a fraction of a frame?

PAL DVD is running at 25 frames per second, that's it.

I'm assuming that you're using PAL judging by your name. If so, it's not really milliseconds as there are 25 frames per second, the time is actually hh:mm:ss:ff (hours:minutes:seconds:frames). That being said, as long as you're within a frame or two, the eyes shouldn't be able to perceive the ever so slight of a difference.
