Ripple Edit Woes

We are putting together a movie with stills and video and are being stymied by the ripple editing concept. What we're trying to do is remove some pictures to shorten the length of the movie. The pictures are the only single thing in the timeline, and with ripple editing on all tracks, it seems the movie is supposed to be shortening the same amount when we delete one. Instead, only the picture is removed, and there's the same amount of space (or time) between the prior clip and the following clip. I've also tried "inserting" a picture or color to see if in lengthens my movie, but all I'm getting it to do is to cram whatever I'm putting there inbetween the things before and after it.

The manual is kind of lacking in terms of the finer points of ripple editing, and the help page from within VS11.5 is the same graphic as the manual.

I wonder if I'm misunderstanding the concept of ripple editing, but, like the insert button on a word processor, I should be able to push and pull time out of the middle of my movie without messing up the timing of everything beyond it... right???
