how to place a highlighted circle around an object
I am creating a highlight tape and need to highlight an individual with a circle throughout the video. Any way to do this?

If you are really ambitious then you can use the method used here - but instead of converting to black and white - throw a highlight or border around the subject!:

You say you are making a highlight tape. Is it safe to assume it is a sports highlight tape? If so (and this would probably apply to most instances, not just sports) I think if you highlight the player before the play starts, the viewers eyes will be drawn to that player and will follow him throughout the play, without having him highlighted the entire time. Just something to consider, as tracking a moving object is VERY tedious.
BTW, I made an easy "highlighter" by picking a font that had the "roundest" letter O. I made the O red, and made the background a lime green. I then put this in the overlay track, chroma-keying out the green, leaving a nice red circle that I could easily move and resize to highlight the player.
