Pixelated DVD playback and jerk

I have just rendered a video on VS 11+

-16:9
-Lower field first
-8000 variable
-dolby digital
-PAL dvd 70%

The rendered video shows a slight jerk at the end of a cross fade transitition, then when it is burned to DVD the jerk in the image is still there, but then it is followed by a quick flash of pixels.

I have searched through the other posts and haven't found anything else that answers this. I have rendered using the specified procedure.

Is there anything I have missed?

Try to render it again but with smart render off.
