I created an AVI file in MSP8 using the Divx codec. However, when I use the "Auto Add Chapters" in MF6+, only 9 of the 13 chapters points are recognized. The 9 chapter points are off a few frames as well.
I decided to manually create chapter points in MF6. Now when I preview the menu in MF6 and select a chapter it starts playing the chapter for a second or so, then flashes the first frame of the AVI, and then plays the chapter fine after that.

What is your intended final output medium?
Unless you are using one of those standalone DivX players then either you are creating a standard DVD Video - in which case you will be using MPEG2 and also you will be creating chapters
OR
you are using DivX to create an online video such as those found on You Tube - in which case you will NOT have chapters.
To be honest I was surprised when you said that the chapter points created in MSP were even carried over to MovieFactory at all with the DivX format.

Thank you for replying.
I'm outputting to MF6+ as a standard DVD.
The reason I choose Divx is because when I tried the standard "DV Video Encoder -- type 1" in MSP8 the re-rendering quality of the Camtasia screen recordings was horrible. Using "NTSC DV 24p DivX® 6.6.1 Codec (1 Logical CPU)" was fairly good.
