Frames not in order after rendering problem

I'm trying to make a few 30 second clips from 720x480 DVD video with VS8. The problem is that almost every rendered clip has a flaw or two where the frame sequence actually moves backward by one step instead of forward to the next frame which makes the video look jittery for a split second. Using SmartRender prevents the problem, but I need to use the brightness filter which eliminates the SmartRender option. Using VS7 seems to make the problem worse. Uninstalling/reinstalling didn't work. Neither did installing on a new computer. I've tried a multitude of different resolution, frame rate, and data rate combinations to no avail. I have no problems with 352x480 videos taken from my Radeon 9000 VIVO card.

The other problem is with the volume adjustment. I have an image followed by a 1/2 second transition to video. If I increase the volume of the video by 250% in VS8 it will increase the volume of the video, but the volume during the transition is even louder still.
