Welcome to the forums, but in future, we would be grateful if you did not SHOUT! FYI, using upper case on the internet implies you are shouting and is considered rude.
Now as to your problem, we need more information. OK, we know you have both XP and Vista and VS11+. But have you applied the 6 November 2007 update patch and the 8 November Power Pack? Both are available on the Ulead.com > Download site. And both contain improvements for high definition video, which is what you are interested in with that camera. (I too have a HV20.)
We also need to know how you are connecting the camera to the computer. It should be via Firewire. You will only be able to capture HDV (or even high quality down-converted Standard definition) video from the camera using that. And if your computer doesn't have a Firewire card, there is not alternative but to buy and install one (or a Firewire PCMCIA card if you are using a laptop).
If you are capturing using Windows Movie Maker, then as far as I am aware, it cannot capture HDV format from your camera. It can only capture in standard definition DV or else Windows's own .wmv format, which is fairly hopeless if your intention is to burn a DVD. .Wmv is notoriously difficult to edit and render into DVD-compatible mpeg-2. So we also need to know a little of what you intend to use the video for.
We also need to know your computer specifications, so could please fill in the System button. That way the details will always be there if you come back with other questions.

Sorry and thank you for your suggestions, Mr.Ken!
Here are the informations:
1. I had applied the patches already, it didn't switch to capture mode.
2. I use VS11+ captured before, so i am sure they are connected well via firewire.
3. I filled the specifications of laptop. is has IEEE1394a port on board.
Thanks to tell me the difference of Windows movie maker of vista, when i checked, i found the definition is 720*480(it should be 1440*1080 when captured by VS11+), but with .dvr-ms format.
Because the dv tape is about my sisiter's wedding day. so i wanna burn 4.5GB dvds, which could also be played in dvd player after burn, but i wanna keep the high difinition1440*1080(although the time will be less, it's ok). Could you tell me is there any good idea? I am very appreciate that!
PS: Is it possible that is something wrong with the firewire?
