Can Chapters be Added to Imported Video?

I am thinking about purchasing MF4, but I have one question.

If I use Windows Movie Maker to edit my video, can I then add chapters to that video with MF4 and have a sub menu with those chapter markers?

Also, does MF4 compress video to allow 2 hours on a Standard DVD? Is the quality good?
