Juddering on DVD transfer

I am using VS11 and transfering my video from a hard drive camcorder, the picture is very good quality even on transfer to DVD. The only problem is the picture seems to judder and blur when the scene is panning around, I do not understand the settings in the preference section very well with the higher/lower field section, so I was wondering if I have the settings wrong in the project before I render the video to DVD, or am I doing something else wrong.

The video from your hard disk camera will be mpeg-2 using Upper Field First. When you download it to your computer, edit it and burn it to DVD, you must use Upper Field First at every stage. Otherwise, it for instance, you use Lower Field First, it will produce the sort of problem you have found.
even UPPER FIELD FIRST not help

At the begining sorry for my english (is very poor)
I am using VideoStudio 11.5 Plus on MS Vista. I have material from SONY HDD camera, quality is very good for me, but after editing with using UPPER FIELD FIRST at every stage (I think that every stage) quality is worse (for me more worse - not sharp and juddering with move).
I tried a lot of settings with different paramiters and always after editing quality the videos is worse than erlier.
I hope that you have some idea
My source material properties (my translate):
VIDEO
type video: Video MPEG-2, UPPER FIELD FIRST
atributes: 24b, 720x576, 16:9
frames per second: 25.000 f/s
speed data: change 9100 Kb/s
AUDIO
type audio: Audio Dolby Digital
atributes: 48000Hz, 5.1 chanel
layer: lack
speed data: 448 Kb/s

Welcome to the forum!
You need to tell us a little about what editing you did and what you are producing. But I assume you are trying to produce a standard definition DVD.
First, before starting a project, it is a good idea to go to File > Preferences > General, and tick the box beside 'Show message when inserting first clip into timeline'. That way when you insert your first video clip, you will get a message asking if you want the project properties to match those of your video. Click OK.
You insert the rest of your video and you do your editing. Then you select Share > Create Video File > Same As First Clip. That way, your project will be converted into a new DVD-compatible mpeg-2 which has exactly the same properties as the original video from your camera.
Note also that after you produce your new mpeg-2, you go to File > New Project. Don't worry about giving your new project a name. The objective is just to clear the timeline of your current project.
Once that is done, you select Share > Create Disc > DVD. The burning module will open. Use the Add Media button at the top to insert your new mpeg-2 in the burning timeline. Then go to the middle of the three icons in the bottom left of the burning screen. There is a little box beside the words 'Do not convert compliant mpeg files'. Make sure that box is ticked (it usually is by default). That way, your already compliant mpeg file will not be re-encoded. Then build your menus and burn.

Hello, at first thank you for quick answer.
I make normal editing: add some text and some transitions . I want to make a standard DVD-VIDEO. I have mpg-2 material from HDD SONY camera with upper field first. I tried use your advice and made it but the result it same - juddering.
But ??? I download a new trial version 12 and made file (mpeg-2) this project with that and the result was oki. I am very surprised with that? What is with it (or maybe with me

)? It strange...
I think about upgrade VS 11.5 plus to 12 but in my language this version has been not available yet.
And one more - finally product (DVD-VIDEO) has some problem after transition (it seems like one frame not suit to next - short jump - i don't know how better describe it - sorry).
