As I say, I simply don't know Producer, so hopefully Steve will jump back in here. But I reiterate what I have said a couple of times: if, as it now appears, your own home movies are using Upper Field First, you cannot have them on a DVD which contains your slideshows set at Lower Field First.
You cannot change the home movies Field Order. But as I also said originally, slideshows can be Frame Based and used in a DVD which is either Upper or Lower Field First with no problem.
So the trick will be to see if there are any 'advanced' settings in Producer which will let you designate output in either Frame Based or, preferably, Upper Field First. Otherwise, you will not be able to mix the slideshow with your home video.
The only other option, of course, would be to try out making a slideshow using VS9 and have it set to be produced using Upper Field First (or Frame Based).

The properties you produced using Video Studio are the properties of the files on the DVD.
Notice that you had no property choices using the (DVD/DVD-VR¡K.) option.
These are the properties that you should use for all your work.
By allowing VS to change the project properties to match allow for Smart Rendering. This is a VS process that speeds up rendering.

I do not use Producer, but can see that you have to select the capture properties. The program re-codes the source video files creating a new file to your specification. Unfortunately you don¡¦t know what the source files (DVD) properties are.
I use Powerdvd to play my discs on the pc, whilst playing I can select an info option, this shows the properties of the disc, sometimes useful to know.
If your first aim is to copy the DVD files to your pc then use Video Studio.
Set the project properties to match.
You use these properties for all your work.
You will be limited to approx 70 minutes per new DVD.

A little bit more info, following up on Kens Frame Based suggestion.
I have used the trial version of Pro Show Producer. (looks a little different to Steves image)
I was unable to change the field order to Upper Field first, it seems to default to Lower when using interlaced.
But I have managed to create a Video File using:-
Frame Based,
9500 bit rate,
720 x 576
Frame rate 25
From the Create-Video File
Video Format Preset-Type¡XCustom
Format Mpeg 2
Set frame rate to 25
Resolution to 720 x 576
Select the Settings button, set the bit rate to 9500 and de-select ¡¥Interlacing¡¦
Import the resultant file/slide show to VS to check the properties.
The audio may be MPEG audio layer 2, 48 KHz, this is ok.

I only used ProShow producer created files in conjunction with my camcorder so everything was in Lower Field anyway.
I checked my out of date copy of PSP and there are no settings you can adjust to alter the field order. I also did a search of the Photodex User Forums but could only find two posts that did not help in any way regarding "Field Order" or "Interlacing."
