In my older version of PI, I could create a selection and then if I didn't drag it perfectly, switch to the resize tool and change the dimensions of the selection or move it. In newer versions, I try this, but all it does is cut and create an object automatically just as Microsoft Paint would do!
Don't tell me they replicated the lousy behavior of an inferior program! There must be something I'm doing wrong so can someone tell me what it is?
Oh, and in the Preferences, there's a section called "Open & Save" with a subsection called "Display Save Options" containing a series of checkboxes. What does that section do?

You can still do those things in PI X3.
To move the Selection, in the Selection Attribute toolbar, mouse over the icons and you'll find one that says..Move Selection Marquee

Then to resize the selection, Select the Transform Tool, and in the Transform Attribute toolbar look for and choose the Action on Selection icon.

The "Save As" dialog when you're saving an image has a checkbox option located toward the bottom, called "Invoke options dialog box". That will automatically be checked for any file formats selected in the Preferences, Display Save Options.
Having the Invoke options dialog box checked, PI will invoke all the options in the options dialog window. So if there are settings in the Options dialog that you do not want applied to an image, do not check that box, or at least press the options button and examine them before you press Save.
