I burned a DVD that contained 2 video clips plus a menu.
When I play the DVD on my computer, it behaves as intended once I click the start icon on the menu the first clip plays, followed, automatically by the 2nd clip. When I play the DVD in a DVD player, the menu plays and the first clip plays but then returns to the menu without playing the 2nd clip.
What is happening? When I have 2 clips on the burn line, does each clip have to be started explicitly?

In the DVD Burning module itself there is a little cogwheel icon at the bottom left of the screen.
When you select that there are options to determine the playback behaviour of the final DVD.
Most likely you missed that and had "Return to Main Menu" selected as that is the default setting.
You need to select "Play Next Clip."
