I believe it is working correctly. Back To Menu means it will go back to the menu when the entire video is finished. As you have found, clicking on the play arrow plays the first title. To play the second title you would have to click on it's thumbnail. That's how I understand they work, anyway.
Remember, VS is an editing program that has some authoring capabilities. Authoring is not it's strong suit. Many people use another authoring app in conjunction with VS.

I don't know where you got the idea that DVD authoring apps are $200. Download the trial of Ulead's DVD MovieFactory and see if that works for you.
