While not 100% sure, I suspect a lot of your trouble stems from the fact that you are trying to install on a Vista computer. The version you have, with the letters SE DVD after it, indicates you got the software free, normally with a piece of hardware (e.g. a capture card or device). The letters indicate it is a Special Edition but that it can burn a DVD.
Now VS10/10+ came out before Vista was produced, and was never meant to be compatible with Vista. In late 2006, an update patch was produced to make it work with Vista (though doing things like changing the Vista desktop appearance to Basic). However, unfortunately that update pack will not work with your version of the program. You will see at http://www.ulead.com/tech/vs/vs_ftp_10.htm that it will only work with the full boxed version, the full download version, the download upgrade version or the activated try-before-you-buy version. Not SE versions...
That being said, you could try installing it again, though not using the automatic 'Setup.exe' command which would normally appear on your screen when you insert the installation disk. Instead, navigate to that command on the disk, right click and then select 'Run as Administrator' and see if that makes a difference.
If you still get the same error, but are given the choice to ignore and continue with installation, my personal inclination would be to allow it to continue to see if the program works without that one problem file (which it should since that file is a menu template which would only be relevant if you sought to choose it as your menu in the burning module.)
My suspicion, though, is that it probably will not work that simply because of the essential incompatibility with Vista. In that case, I would also try installing again, but this time, navigate to the Setup.exe file, right click on it, but choose Properties > Compatibility, and tick the box beside 'Run this program in compatibility mode for "Windows XP (Service Pack 2")'. Then press OK. Then actually run the Setup file again (as Administrator).
Other than that, however, you will probably have to consider getting a version which is Vista compatible (VS11/11.5+ or the soon to be released version 12).
