I have MovieFactory 6 installed on Vista 64 with latest patches. When I open an MPEG2 (recorded with SageTV), MF6 wants to render the video, although I have "Do not convert MPEG complioant videos" checked. This didn't happen with Movie Factory 4.0. Here are the properties of my typical files:
MPEG files
24 bits, 720 x 480, 29.97 fps
Upper Field First
(DVD-NTSC), 4:3
Video data rate: Variable (Max. 9800 kbps)
Audio data rate: 192 kbps
MPEG audio layer 2, 48 KHz, Stereo
MPEG files
24 bits, 720 x 480, 29.97 fps

Video data rate: Variable (Max. 7040 kbps)
Audio data rate: 384 kbps

I've also had a few files that I thought were compliant, but the Corel/Ulead programs insisted on re-rendering. I never figured out what was "wrong" with the files... I assume it's something subtle, like the GOP setting, or something in the header...
It might have something to do with the audio. MPEG-2 audio is not compliant for NTSC. So at a minimum, the audio will have to be re-rendered and re-multiplexed. I'm not sure if this will cause Movie Factory to re-render the video too...
If you are re-rendering to LPCM audio, the total bitrate on your 9800kbps file will exceed the DVD maximum bitrate of 10,080kbps.
