Proxy Files not loaded upon startup

I have created proxy files for AVCHD video. Works well until VS is shut down. Upon restart, VS does not see the proxy files, even though Smart Proxy is enabled. If I remake the proxy files (which takes overnight,) they are created in the same folder as the existing ones ("11.0",) but with a "001" added to the filename.

Is there any way to tell VS that the proxy files already exist? If I navigate to the folder 11.0 using the Smart Proxy Manager, no .avi proxy files appear.
