Several solutions have already been posted, several of which you stated you can't or will not try. VS must be run as administrator, or at least your user account on your PC must be given permission to run the program. An Admin user must set those privileges.
I've had the occasion to install and run VS on 2 different computers, both running Vista. I've never had the problems that you're experiencing, and several other users are able to install and run VS11+. This would eliminate VS as the problem, and point to your system.
If there is a problem with you being able to change settings on your PC, then you need to talk to the person in your family that is allowed to.
