I am the only user on my computer at home. I have never changed resolutions with any widow open ever and have been using computers for the last nine years and the same for psp and also own two other computers that have wxp.... This brand new pre-installed vista computer is the only computer that has pspx2 installed on it.
The problem has to be something from the update is when the top frame and buttons went invisible two times on me now. I just thought maybe there was a way around the problem with out having to do with out the upgrade...... Thanks for all the suggestion and help~

You can open a dialog box to move or close PSP by pressing [alt] [Spacebar]

Try opening PSP in safe mode to see if the buttons appear on the title bar.
Try changing your Vista Display to the classic windows theme.
Check that your graphics card does not have a dual monitor function and that the correct is selected.
Even though you are the only user of your computer it is possible for faults to develop for a variety of reasons - in particular a sudden loss of electricity

Quite likely that you have a corrupted Organizer database. It's best to delete the database so that a new one can be built. The instructions for doing that are at this Corel Knowlegebase page. It's about a different problem, but the instructions for deleting the X2 database are the same. Have you got the latest drivers for your graphics card installed? Many of the early graphics drivers for Vista were awful, and that sort of screen drawing problem looks like a graphics driver problem. You will need to go to the website of either your computer manufacturer, the manufacturer of your graphics card, or the manufacturer of the graphics chipset to get the latest drivers. (You could also try lowering the hardware acceleration for the graphics card, but I'm sorry I don't know how to do that in Vista. In XP it is in Windows Display Properties > Settings tab > Advanced button > Troubleshoot tab).
Most of the settings for the appearance of the screen are in the PSP section of the Windows registry. If you delete PSP's registry values, it will rewrite them on the next start. There are several ways to do that.
Go to File > Preferences > Reset Preferences, tick all the options, and click OK. Then restart PSP.
If you start PSP by holding down the Shift key as you click the desktop icon you'll be asked if you want to reset PSP to it's default configuration.
The final option would be to do a clean uninstall and reinstall using the Corel Cleanup Utility. The instructions to do that are found here

Tim Morrison..... Sorry I was out of town for the Easter week. I have done everything you suggested and still the same. I'm getting to think it might be a program I'm using but since this program is not skinning the pspx2 window I don't understand why it would cause this invisible problem.
I'm starting to think it is a program I use a called Windowblinds by Stardock but it is not skinning the pspx2 program but yet if I unloaded the windowblinds program and pspx2 top frame and buttons are visible. Confusing to me since windowblinds has a excludsion for pspx2.
I want to thank you all for all the help you have given me, I now have the problem in Stardock Support as I think it is their problem.

The funny thing is windowblinds and pspx2 had no problems until pspx2 did a update and that's when my top frame and buttons went invisible. If their is something that Stardocks asks me to do on my end to get the problem corrected I'll be glad to contact Corel, but I played their games with their search to get the link for emailing them and they never answered me and that's why I'm here. Corel makes things soooooo difficult for their paying customer.

Windowblinds is known to have conflicts with various programs, depending on system configuration, updates, etc. PSP and some versions of Zone Alarm are among them.
