I had notice that when I import AVCHD to Video Studio, the HD DVD created that has problems doesn't have correct timing...

It's called HD Writer, and it's shipped with Panasonic AVCHD camcorders. It's not a commercial application, it's written by Panasonic for the specific purpose of file transfer and also production of AVCHD DVDs. It has some extremely basic edit functions. It's pretty rough, which is why I have previously ignored it. It's very pernickety, for example, it will accept as its input only the camcorder connected via USB, or an SD card from the camera with its full directory structure.
