Hi can anyone help me with this question.
I have made a simple template frame that i want to drop a picture into.
Usually i would reduce the size of the picture add a new layer copy and paste my picture into frame.
What i want to know is there a way to have my template open and my picture as seperate images and drag and drop the picture to my frame.
I have seen this method being used in other software just want to know if the same can be achieved in paintshop pro products

You cannot drag another image into an existing one you copy/paste.
There is no need to resize the second image, instead do it this way.

Step 1. Select the Area in Picture 1 (your frame) where you want picture 2 to appear.
Step 2. Select Picture 2 and copy.
Step 3. Select picture 1 and "paste into selection" - it will automatically resize itself.

To demonstrate I have taken this picture and selected copy.
I then made a selection and pasted it into that selection - you can see how it resized itself to fit.
