Do you mean this kind: «...»? (Used in French and other European languages...)
I can get them by using Ctrl+ `, < (or >) -- and that's the grave accent mark with the Ctrl key. But I suspect you may have trouble if you are using anything except an American keyboard setup.

What you need to do is continue experimenting with the fonts you have on your system. VS uses the fonts you have installed on your PC. If you don't have the one you're looking for, then try some of the many websites that offer fonts.
1. The font does not have the quotation marks included, just simple ones. So you need to use those.
2. Use another font for the quotation marks. It's not difficult to find something close. Why would you want to duplicate, ie; copy someone else's work that closely? Just have the quotation marks as a separate title object.
You can also create your title in a word processor, or a graphic image editor, like PSP, or PI. With an image editor you can actually make or alter the font to make them how you want it to look. Then save it as an image file, and insert that for your title..
One other possibility is to use the Character Map in Windows. Many of the fonts will have other special characters that can be accessed through Character Map. (Program Files>Accessories>System Tools>Character Map).
