When you get to the final burn window there will be a box to check to Normalize Audio.

I have found this works best when the different audio tracks are not too far off from each other. If one is much louder than another, it doesn't seem to be as effective. Going back to the editor and raising or lowering the volume on one of the clips, to closer match the other, seems to improve the Normalizing.

My experience in this is similar to Black Lab. If I have multiple clips with widely varying volumes I try to get them reasonably balance in the timeline using the volume controls.
Then, at the burning stage, use the Normalize Button.

If the result is not good enough then I do this:
Completely finish the editing part of the project so that you have nothing more to do except render the final video file.
Go to Share "Create Sound File. Let the progam create a new sound file for the whole project...and remember where you put it!

Then google for "Audacity." This is free audio software that will allow greater control over the sound file than VS can and is used by many on this board.

Load the file into Audacity which has a nice big, full screen wav file display and tweak the file there, then save changes.

Go back to the VS project and load that file into the audio track. You may have to delete anything already in the audio track.

Then go through the timeline and make sure you mute any video clips with sound so that the only audio is your newly created and imported soundfile.

Proceed from the to render the new video file.
