Yes, you can. There's are probably different types of interface boxes to use, but we use the Transcend TV-Box USB2.0. We got it from NewEgg.com for about $60. It comes with Windows drivers and software that you can use like a VCR to record TV shows, or just watch TV on your PC. We don't use it for that, though.
I bought it because you can connect an analog camcorder or a VCR's video signal(either s-video or composite) and audio signal(either mono or stereo) to your PC through the TV-Box. Then you configure Ulead to capture it's audio and video signals, and voila! It works great. As a matter of fact, I placed a VCR on our PC's desk Thursday, connected it to the TV-Box, captured programming from a VHS tape, slightly edited it, created a menu with sub-menus, and burned it on a DVD-R. It plays great, at least on a RCA DVD player(not on our Panasonic, though).
I plan to use this set-up to capture and convert to DVD our old family video tapes, or any home projects my kids do for school(we recently shot a project for school that our 15 year old wrote, and his teacher loves the final DVD product).
Again, you can buy many types of capture devices. Some capture analog and send it into the PC via firewire port, some via USB ports. I happened to choose the TV-Box, and I've been very happy with it!

There is also another option, which I use. If you have a camcorder with "pass-through" facility, you can plug the output leads from the VCR into the camcorder, the signal is digitised on the fly, and passes to the computer via firewire.
I have recorded many hours from VCR this way, and once you have the material in the library, editing and burning are a breeze.
