.WMV output looks great, DVD looks bad

I use VS11 and capture in HDV at 1440x1080. My resultant .wmv files look much better when I finish cutting then when I shot in SD. But when I make a DVD out of the MPG2 file it doesn't look good. Lots of noise and odd light (brighter). I found the following comment on another board;

Editing in HDV to create a standard def video is much more difficult to get good results due to interlacing artifacts.

Some people are suggesting downcoverting out of my camera (Canon XLH1) but then I will sacrifice my .WMV side of the house I need to satisfy. I need to keep the bit rate of the DVD at/around 6,500 to burn to the standard DVD in the time frame I need on the media (45-90 minutes in a project).

Don't mean to cross threads here. I noticed my 1440x1080 stuff had to be cut at 720x480 and the aspect ratio not the same and posted about this but since, in general, I need to get a better DVD (if possible) out of the HDV output I started a new post.

Any help getting my DVD output better appreciated.

Your quality drop for DVD is due to the resizing of the frame. DVD does not allow for such resolution. You should try to burn to Blue ray disks in HD, not DVD in SD. If you need to go DVD, down res within the camera. Doing two captures surely must beat the quality drop.
