One problem though, the definition is there, but somewhere along this messy process, frames are being dropped so the output has skips...
Skips, stutters, same results, also depends on the bit-rates.

When you see Level 4.0 or 4.1 that related to the encoded bit-rate of the video. The higher the level the higher the bit-rate.

It appears the avc for hd-dvd isn't the same as avchd spec.
Like that new Samsung camcorder that records in avc but it's not avchd compliant.

I've been able to get the latest version of Nero 8 to work for HD-DVD (better late than never).

The latest release of Nero has some really nice Blu-Ray Encoder parameters.
You can encode very low bit-rates or very high bit-rates, including standard definition frame sizes,
I give up on HD-DVD, you can have the EVO container format if you want, live with it and die with it. (Including my investment).

Blu-Ray or AVCHD disks are so much easier to work with.

Not to do with the EVO container, simply the mess that the multiple options in H264 permit.
My tests last night were done in a hurry with no attempt at tuning. In particular, the camcoder AVCHD is European 25fps, which isn't even defined in the H264 specifications at bigger than 720x576! So further tests when I'm able to do them will establish whether the Nero middle step can be tuned to fix the stutter.
But that does not remove the thrust of the argument, Ulead COULD make a proper AVC HDDVD if they chose to. Or are they not as capable as Nero?!... I don't believe that, compared to all the other products, Vegas, Premiere etc, VS is the only one that can get near a true straightforward one stop shop at present. Just this one BUG

It is not as simple as that...
This is not a bug!!!

You are trying to author files that are not HD DVD compliance. There are a lot of consideration when authoring to an specific format. Some of this are: resolution, video level, framerate, pulldown, etc. You cannot force any authoring program to accept a non compliance file and expect good results. Stand along players doesn't have all codecs necesary to decode every available video file as your computer. That is why sometimes files play correctly in your computer but not at the player. This is also true when authoring Blu-Ray or AVCHD.

However, I completely agree that Ulead has the capacity to incorporate AVC encoding when doing HD DVD in Video Studio 11!!! Why not?

Here some more information to help out, gets pretty complicated.
Note the various levels for encoding:

Ulead licensed the Main Concept encoder, to what extent I don't know.

Here are the links to the MainConcept Webpages:
