OK. The project I'm working on uses some clips that were taken from Super 8 film and projection slides, and transferred to video. The originals are not available. The video was transferred to DVD. I took the the DVD and got the clips I wanted from that. So we're looking at 2nd or third generation here.
I've applied all the filters I can to them - Auto Level and Exposure and De snow. Is there any way I can make these images more Hi-Def? The monitor I'm using is Gateway and is part of the GT5464 system. I'm getting "pixelation" (if there is such a term!) with my black colors on the stuff that was filmed on Super 8 and transferred to video (which was then transferred to DVD.)
Is there anything I can do to get a cleaner, sharper image, or is it as good as I'm going to get?
Also, is there any way to remove the scratches, or would I have to have the original film in order to do that?

What's the saying: you can't get a silk purse from a sow's ear?So we're looking at 2nd or third generation here.
As for the scratches you could try the blur filter. Your results will depend on the severity of the blemishes.

However you can try presenting them the way I did which was a big improvement upon just showing them as they are:
