Sounds like you have either a faulty disc or disc drive.
To check if its a faulty disc try and copy the contents of the disc to a hard drive folder using Windows Explorer. If it copies across then try running the installer from the hard drive.
If it fails to copy then see if another computer will read the disc.
Vista works slightly different to XP when it comes to installing programs, anyone logged onto Vista is treated as a User Account and not an Administrator. When you try to do something that needs administrator rights Vista presents you with a series of nag screens along the lines of
"Do you really want to do this?"
"Are you absolutely sure?"
You can over ride the above by turning off user account control - but remember to turn it back on again when you no longer need it turned off.

well I installed the cd on my other cmp and it worked and I fixed all the admin thingers but I did this thing. Its a program compatibility wizard amd it says how do you want to locate the program and I put I want to use the program in the cd rom drive and it tells me wizard could not locate programs on your cd click okay to retry. So I think some how my rom drive got dealted or some thing and I have no clue how to fix it
