This solution refers to XP and SP3 but as I do not have XP but Vista I still get the reinstall at start up if I remove the folders from my temp folder called:
Ulead Systems/Common Files and inside 2 more folders
AutoDetector
AutoDetector.chm
DetMethod.dll
Monitor_Res.dll
u32Comm.dll
DVD
LDCdBldr.dll
LdrtBurn.dll
LdvdRec.dll
LudfRdr.dll

Why when removing these folders/files from my "C:\Users\Paul\AppData\Local\Temp" causes a reinstall at bootup (I have no control over it) does not make sense.
And as I started this thread it would be nice to get a solution to this!

I don't know if this will help you guys with your re-install problems of this software, but it did solve my re-install problem with 'other' software. All I did was run the program and remove the item that was re-installing from the list ...... http://support.microsoft.com/kb/290301/ ...... It's been months and everything still works fine
Thanks for the idea (I will try anything now) but it need not work, one thing I did notice was when I was reinstalling PI X3 is at the end of the install you are asked if you want to cache some part of the program (sorry, forgotten exact words) to your Document and Settings folder I think somebody should inform Ulead\Corel that Vista does not have a Settings and Documents folder and it works in a different way.
Interestingly the folder in my temp directory is called Common Files, (the one I MUST NOT empty) perhaps I need the Vista version of the install or have they only written this XP version because if I install on my XP laptop it is perfect no reinstalls at boot up and no files in the temp directory.
I have tried moving the folder to other locations but it still does not work and reinstalls creating that Ulead folder in my temp directory.

I know this thread is now 6 months old but whilst re-organising one of my XP computers I stumbled across another reason why a program or file could mysteriously run when you boot up your computer.
I kept getting a little notepad message pop up every time I restarted windows. A thorough check was made of the Registry and Start up folders and could see no reason why this notepad file would suddenly run.
Eventually I discovered that the culprit was a file in the All Users start up folder invisible to
Start | All Programs | Startup
Instead you have to use Windows Explorer and navigate to
C:\Documents and Settings\All Users\Start Menu\Programs\Startup
Here you find a file "Desktop.ini"
Somehow the file had become corrupted.
I simply deleted the file and let windows create a new one.

As I started this thread but was never able to find a solution I was getting frustrated (not a good thing) I have now managed to fix the problem of Photoimpact reinstalling on boot up this only happened if I deleted a Ulead folder in my temp folder "C:\Users\Paul\AppData\Local\Temp" which sometimes happened during clean up tasks the error would reappear.
The answer is in the registry (only carry this out if you know what you are doing and backup the registry first) go to "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Installer\Folders" then look for a path that points to your temp folder that contains
