I am getting the error: "Some chapter entry frame numbers exceed the total frames" every time I try to burn this project onto a DVD.
I read another thread about the chapter markers being past to length of the movie so I deleted all of the chapters and then added them back in. It still happens.
BTW, if I delete all of the chapters and burn without any chapters the error does not occur, BUT the burn completes and ONLY 30 seconds of the 23 minute video exist on the DVD. It sounds like Ulead has a bug where it does not know how long the video really is, which is why it only burns 30 seconds worth without chapters, and errors out with any chapter defined.
Any ideas???

Your source video file is damaged.
I would use the "Create Video File" option on the "Share" tab to output a new file in a format that is compliant with your disk template (DVD or VCD), and use that file as the new source instead.
Also, make sure that SmartRender is turned off when you do that, or UVS will try to copy the raw data of the source file to the output file, and likely copy any existing damage.

Well, before I try your suggestion to copy to a new file I tried the steps from the READ THIS post as follows:
Burn DVD Phase
Caution: Never try to Create a DVD with anything in the timeline.
1. Select NEW project.
2. If you are in PAL country, Select FILE/Project Properties/Edit/Compression tab select Media Type = PAL DVD.
3. Select SHARE/Create Disc
4. Press Add Video. Navigate to select your new Mpeg video file. It will appear in the lower display
5. Click the little Gear-Shaped icon on the lower left, second to the right
6. Press "Change Mpeg Settings", then press "Customize," then the "Compression" tab.
7. Media Type should already be selected. Push the quality slider to 100%.
8. Set Bitrate = Variable, and enter your bitrate number from the property list on your wall (or 8000 kbps for good quality DVD).
9. Set every other property to match the property list on your wall.
10. Now press Add/Edit Chapters and use the jog bar set up your DVD Menu entry points.
11. Press Next. Now edit your DVD Menu labels, choosing each one from the selector at the top.
12. Optional Step: You can save all this by pressing "Close". Select FILE/SaveAs and name this project "BURN Project" or something like that. Then press SHARE/Create Disc again, and everything should still be there.
13. Skip to the last screen, Check Record to Disk. Uncheck the next two options.
14. Verify the Required vs. Available disc space.
15. Hit the Output button. Burning should take about 30 minutes at 4x
Well this produced the entire video just fine on the DVD except there's no SOUND. Oh well, on to your suggestion.

Are you in a PAL country? If not, don't expect a standalone DVD player to be able to decode the MPEG sound of a PAL DVD -- some may do it, but MPEG audio is not part of the NTSC standard.
The safest setting for audio is LPCM, it is part of both the PAL and NTSC DVD standard. The downside is that it is inefficient. AC-3 Dolby Digital is as efficient as MPEG audio, and also part of both standards, albeit optional, i.e. the DVD player doesn't have to decode it itself, it may pass it on to an external decoder. Luckily, most standalone players include this functionality.

Here's what works:
1) I saved the video as an Mpeg as THoff suggested.
2) Open VideoStudio, but no project.
3) Share > Create Disc > Add Video through the rest of the steps I echoed earlier.
I can repeat steps 2 and 3 above if I need to burn another DVD later.
Here's what fails:
I thought that I would save the chapters and other settings by saving as a project after the steps above. Later I went to burn another DVD, so I opened that project and burned it. All is fine, but no SOUND again. Does a project change the sound out put type? Both the working and not working cases have LPCM selected.
It would be nice to save the solution as a project instead of recreating the chapters and stuff each time. Any ideas?

It's a glitch in the program, I am afraid. The only way of actually saving your work, including the menus and chapters, is to close the burning module after making the chapters and menus, and then you are given the option to save your settings. You are not given this choice anywhere else. That means you have to close it down, save it, and then re-open the whole shebang. Very klutzy in my opinion, but it works and you can then burn other discs later from that newly saved project without having to re-create menus and chapters.
