Installation error on v6 on vista - error 1317

I bought ulead movie factory 6 but I can't install it on vista. I get an error 1317 Creating c:/programdata/ulead systems/movie factory
Any ideas how to cure?
I'm also finding it impossible to log a tech support call. I get a screen with "questions" and "notifications" but no obvious way how to create a call ???
