strobe motion filter in MSP 8

I have read in Ulead advertisments for MSP 8 on the net that some new video filters have been added such as "strobe motion" and "ghost motion". however they do not come up on the list of video filter options. I am using Windows 2000 and have the latest SP1 upgrade. I am particulary interested in achieving the strobe motion effect where it appears that frames have been dropped or shortened in a animated type video effect. A cheesy effect used a lot in 70's & 80's music videos but nevertheless an effect I would like to know how to do in MSP8 if possible. Thanks

I think the filters you want are under Production Libary go to Video Filter and there go to Special. There are filters called Stagger, Step Motion, Step Time which may give you what you want.
