Overlay image in background

I am trying to simluate a word being stuck out by a pen. To do this I have a title and added an image of a line being drawn as an overlay. The image is a red line with green background. When I added this to the overlay i set the chroma attribute to remove the green. However, I want the line to be in front of the title. For some reason it is in the background.

I hope I have explazined it clearly.

Any ideas? or even an easier way of doing it.

In reality, the Title track is also an overlay track, and it's always going to be the top track. For your idea to work just render the title, by itself, to its own video file (avi would be best to avoid loss). Then insert that new video clip onto your main video track, then your line image on the overlay.
