I had the same error message. If it's like my problem then it's a transition effect that you're using. There is a transition defined within VS11 that does not have the corresponding .vfx file.
I found which transition it was by previewing every transition in the Edit window. The 'faulty' transition failed to view, the scene just changed immediately. Once I replaced the transition with a differrent one (that *did* preview) it all rendered nicely.
Hope this helps...

I just went completely through the effects in VS11, and there is no Fantasy Warp effect. This must be some third-party plug-in you have installed.

Fantasy Warp was a red herring. Previewing all effects allowed my to find the faulty one. :-)

It was Flying-flip 3D. I have recreated the problem.
It expects to find flip.vfx which is in fact present in c:\program files\Ulead Systems\Ulead VideoStudio 11\vfx_plug so I'm a little puzzled as to why I get the "Unable to load library" [19151:3:3] message.

senoj-nai -- that is strange. I just randomly selected a couple of DV Type 1 clips on my computer, inserted them in the VS11.5+ timeline, and inserted the 3D Flying Flip transition between them. Then went to Share > Create Video File > DV, and it happily rendered a new file, with no error message and which contains the Flying Flip which plays as advertised. So I am unable to replicate your problem with it... (See my System button for computer details.)

EDIT: I subsequently re-rendered that little project, including the Flying Flip transition, to DVD compatible mpeg-2. Again it worked without problem.

Yes, I agree that it is strange. I have installed VS11 quite a few times and have never had this problem before. I shall reinstall the software.

Best Regards.
